ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, March 16, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Jones, Yancey, Garza, Witwer, Steenland. Absent: None. Excused: None. Representative Hoitenga moved to adopt the meeting minutes from March 9, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4295 before the committee: HB 4295 (Rep. Alexander) A bill to amend 2016 PA 281, entitled "Medical marihuana facilities licensing act," by amending section 402 (MCL 333.27402), as amended by 2018 PA 582. Representative Alexander testified in support of HB 4295. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4295, but did not wish to speak: Derek Sova, representing the Michigan Department of Licensing and Regulatory Affairs. The Chair laid HB 4249, HB 4250 and HB 4251 before the committee: HB 4249 (Rep. Hammoud) A bill to amend 2016 PA 281, entitled "Medical marihuana facilities licensing act," by amending sections 502 and 504 (MCL 333.27502 and 333.27504), section 502 as amended by 2018 PA 648 and section 504 as amended by 2018 PA 10, and by adding section 407b. HB 4250 (Rep. Hammoud) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 11, and 15 (MCL 333.27953, 333.27961, and 333.27965), section 3 as amended by 2020 PA 208. HB 4251 (Rep. Bellino) A bill to prohibit the sale of vapor products or alternative nicotine products that contain vitamin E acetate; and to prescribe penalties. Representative Hammoud and Representative Bellino testified in support of HB 4249, HB 4250 and HB 4251. Questions and discussion followed. The following person submitted a card in support of HB 4249, HB 4250 and HB 4251, but did not wish to speak: Erika Farley, representing the RevSix Data Systems. The Chair laid HB 4382 before the committee: HB 4382 (Rep. Mueller) A bill to require certain standards for smoke alarm and certain other devices; and to prohibit certain conduct. Hertel) A bill to amend 1976 IL 1, entitled "A petition to initiate legislation to provide for the use of returnable containers for soft drinks, soda water, carbonated natural or mineral water, other nonalcoholic carbonated drink, and for beer, ale, or other malt drink of whatever alcoholic content, and for certain other beverage containers; to provide for the use of unredeemed bottle deposits; to prescribe the powers and duties of certain state agencies and officials; and to prescribe penalties and provide remedies," by amending section 3c (MCL 445.573c), as amended by 1996 PA 384. HB 4443 (Rep. Lilly) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding sections 279 and 679. The following person submitted a card in opposition to HB 4444 and HB 4443, but did not wish to speak: Aaron Keel, representing the Michigan Department of Treasury. Representative Hoitenga moved to report out HB 4443 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schroeder) A bill to amend 1979 PA 152, entitled "State license fee act," by amending section 4 (MCL 338.2204), as added by 2014 PA 127. HB 4377 (Rep. Anthony) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending sections 103, 105, 107, 219, and 417 (MCL 339.5103, 339.5105, 339.5107, 339.5219, and 339.5417), and by adding section 223. The following people submitted a card in support of HB 4376 and HB 4377 but did not wish to speak: Alex Houseman, representing the Michigan Realtors Association. Alexa Kramer, representing the Grand Rapids Chamber. Substitute (H-1) to HB 4376 was previously adopted on March 9, 2021.
