PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 23, 2021 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Absent: None. Excused: None. Representative O'Malley moved to adopt the meeting minutes from March 16, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 118 before the committee: SB 118 (Sen. McBroom) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 163 (MCL 388.1763), as amended by 2020 PA 165. Representative Paquette moved to adopt substitute (H-1) to SB 118. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Nays: None. Pass: None. Representative O'Malley moved to report out SB 118 with recommendation, as substitute (H- 1). The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. The following people submitted a card in support of SB 118, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. The Chair laid HB 4538 before the committee: HB 4538 (Rep. Camilleri) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 104 (MCL 388.1704), as amended by 2020 PA 165, and by adding section 11b. Representative Camilleri testified in support of HB 4538. The following people submitted a card in support of HB 4538, but did not wish to speak: Noah Smith, representing the Michigan Regional Council of Carpenters and Millwrights. O'Malley, Stone. The Chair laid HB 4167 before the committee: HB 4167 (Rep. Berman) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1263a. Representative Berman and Tabitha Kerr testified in support of HB 4167. Questions and discussion followed. The following people submitted a card in opposition to HB 4167, but did not wish to speak: Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Jennifer Smith, representing the Michigan Association of School Boards. Bob Kefgen, representing the Michigan Association of Secondary School Principals. The Chair laid the following before the committee: Presentation on placing foreign exchange students during COVID-19 Lauren Sherr, a teacher and coordinator for foreign exchange students, testified before the committee. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:26 AM.
