- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, April 13, 2021 9:00 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by the Majority Vice Chair Paquette. The Majority Vice Chair Brad Paquette requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Absent: None. Excused: None. Representative Damoose moved to adopt the meeting minutes from March 23, 2021. There being no objection, the motion prevailed by unanimous consent. At 9:14 AM, the Majority Vice Chair Brad Paquette laid the committee at ease. Vice Chair Paquette handed the gavel over to Representative Green. At 9:15 AM, the Majority Member Phil Green called the committee back to order. The Majority Vice Chair Brad Paquette laid HB 4293 and HB 4294 before the committee: HB 4293 (Rep. Damoose) A bill to amend 1947 PA 336, entitled "An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations," by amending section 15 (MCL 423.215), as amended by 2014 PA 414. HB 4294 (Rep. Paquette) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1233 (MCL 380.1233), as amended by 2018 PA 418. Representative Paquette and Representative Damoose testified in support of the bills. Questions and discussion followed. The following people submitted a card in support of HB 4293 and HB 4294, but did not wish to speak: Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. The following people submitted a card in opposition to HB 4293 and HB 4294, but did not wish to speak: Dr. Michelson, representing the Michigan Education Association. Todd Tennis, representing the American Teachers Federation Michigan. Bob Kefgen, representing the Michigan Association of Secondary School Principals. The following people submitted a card in support of HB 4294, but did not wish to speak: Dave Worthams, representing the Michigan Manufacturers Association. Abby Cypher, representing the ESA Legislative Group. The following people submitted a card in opposition to HB 4294, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. At 9:18 AM, the Majority Member Phil Green laid the committee at ease. Representative Green handed the gavel back to Chair Hornberger. At 9:20 AM, the Chair called the committee back to order. The Majority Vice Chair Brad Paquette laid HB 4167 before the committee: HB 4167 (Rep. Berman) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1263a. Representative O'Malley moved to adopt substitute (H-1) to HB 4167. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Nays: None. Pass: None. Representative Paquette moved to report out HB 4167 with recommendation, as substitute (H-1). The motion prevailed 8-3-2: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Damoose, Posthumus, Koleszar. Nays: Reps. Beeler, Brenda Carter, Stone. Pass: Reps. Camilleri, Shannon. The following people submitted a card in opposition to HB 4167, but did not wish to speak: William Miller, representing the Michigan Association of Intermediate School Administrators. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Brian Kefgen, representing the Michigan Association of Secondary School Principals. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:22 AM.
