HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. MATT HALL CHAIR COMMITTEE MEETING MINUTES Wednesday, April 14, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Tax Policy was called to order by Chair Hall. The Chair requested attendance be called: Present: Reps. Hall, Tisdel, Calley, Farrington, Steven Johnson, Meerman, O'Malley, Beeler, Outman, Yancey, Ellison, Brixie, Kuppa, Neeley, Cavanagh. Absent: None. Excused: None. Representative Tisdel moved to adopt the meeting minutes from March 24, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4237 before the committee: HB 4237 (Rep. Steven Johnson) A bill to repeal 1899 PA 188, entitled "Michigan estate tax act," (MCL 205.201 to 205.256). The following people submitted a card in support of HB 4237, but did not wish to speak: James Hohman, representing the Mackinac Center for Public Policy. Rebecca Park, representing the Michigan Farm Bureau. The Chair laid HB 4002 before the committee: HB 4002 (Rep. Bellino) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2020 PA 65. Representative Bellino, testified in support of HB 4002. Questions and discussion followed. Johnathan Bird, representing the Michigan Laborers Union, testified in support of HB 4002. Questions and discussion followed. The Chair returned to HB 4237. Representative Tisdel moved to report out HB 4237 with recommendation. The motion prevailed 9-6-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Tisdel, Calley, Farrington, Steven Johnson, Meerman, O'Malley, Beeler, Outman. Nays: Reps. Yancey, Ellison, Brixie, Kuppa, Neeley, Cavanagh. Pass: None. The Chair returned to HB 4002. The following people submitted a card in support of HB 4002, but did not wish to speak: Mary Pollock, representing the Michigan State Employees Retirees Association. Royce Humm, representing the Michigan Association of Retired School Personnel. The following people submitted a card in opposition to HB 4002, but did not wish to speak: Jennifer Smith, representing the Michigan Association of School Boards. The Chair laid HB 4485 before the committee: HB 4485 (Rep. Hall) A bill to amend 1993 PA 327, entitled "Tobacco products tax act," by amending section 7 (MCL 205.427), as amended by 2016 PA 86. Representative Tisdel moved to report out HB 4485 with recommendation. The motion prevailed 13-2-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Tisdel, Calley, Farrington, Steven Johnson, Meerman, O'Malley, Beeler, Outman, Yancey, Ellison, Neeley, Cavanagh. Nays: Reps. Brixie, Kuppa. Pass: None. The following people submitted a card in support of HB 4485, but did not wish to speak: Michael Lafaive, representing the Mackinac Center for Public Policy. The following people submitted a card in opposition to HB 4485, but did not wish to speak: Andrew Schepers, representing the American Cancer Society Cancer Action Network. Bridget Melinn, representing the American Heart Association. Representative Tisdel made remarks to the committee. There being no further business before the committee, Rep.
