- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, April 20, 2021 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Steven Johnson, Kahle, Rendon, Berman, Wozniak, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representative Yancey joined the committee remotely. Representative Mueller moved to adopt the meeting minutes from April 13, 2021. There being no objection, the motion prevailed by unanimous consent. Chair Filler laid before the committee the following presentations by Victims’ Groups: Division of Victim Services (MDHHS), MSU School of Social Work, and the Michigan Coalition to End Domestic and Sexual Violence. Angie Povilaitis, representing the Division of Victim Services (MDHHS), gave a presentation to the committee. Dr. Heather McCauley, representing the MSU School of Social Work, gave a presentation to the committee. Kathy Hagenian, representing the Michigan Coalition to End Domestic and Sexual Violence, gave a presentation to the committee. Questions and discussion followed. The Chair laid HB 4138 before the committee: HB 4138 (Rep. Alexander) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 82113 (MCL 324.82113), as amended by 1998 PA 297. Representative Mueller moved to report out HB 4138 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Filler, Mueller, Steven Johnson, Kahle, Rendon, Wozniak, Clements, LaGrand, Bolden, Hope, Breen. Nays: None. Pass: None. The following people submitted a card in support of HB 4138, but did not wish to speak: Tom Hickson, representing the Michigan Catholic Conference. The Chair laid HB 4627 before the committee: HB 4627 (Rep. Brixie) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 9c of chapter IV (MCL 764.9c), as amended by 2020 PA 393. Representative Brixie and Cullen Harkness, representing the Harkness Law Firm, testified in support of HB 4627. Questions and discussion followed. DJ Hilson, Muskegon County Prosecutor, representing the Prosecuting Attorneys Association of Michigan, testified in support of HB 4627. Questions and discussion followed. Dan Pfannes, representing the Michigan Sheriff's Association and the Michigan Association of Chiefs of Police, testified in support of HB 4627. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4627, but due to the time constraints were unable to speak: Tom Boyd, representing the State Court Administrator. The following people submitted a card in support of HB 4627, but did not wish to speak: Stephanie Johnson, representing the Michigan Association of Chiefs of Police. Herasanna Richards, representing the Michigan Municipal League. Ken Grabowski, representing the Police Officers Association of Michigan.
