- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JULIE ALEXANDER CHAIR COMMITTEE MEETING MINUTES Wednesday, April 21, 2021 10:30 AM Room 326, House Office Building The House Committee on Agriculture was called to order by Chair Alexander. The Chair requested attendance be called: Present: Reps. Alexander, Posthumus, Bellino, Rendon, Filler, Carra, Garza, Cambensy, Hope, Witwer, Puri. Absent: None. Excused: None. Representative Rendon moved to adopt the meeting minutes from March 24, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4599 and HB 4600 before the committee: HB 4599 (Rep. Alexander) A bill to amend 1995 PA 279, entitled "Horse racing law of 1995," by amending sections 8, 19, and 20 (MCL 431.308, 431.319, and 431.320), as amended by 2019 PA 153. HB 4600 (Rep. Cherry) A bill to amend 1951 PA 90, entitled "An act to regulate the conducting of racing meets in the state of Michigan; to provide for the possession, control and disposition of funds held by licensees for the payment of outstanding winning tickets not claimed or demanded by the lawful owners of such funds; and to prescribe penalties for violations of the provisions of this act," by amending section 2 (MCL 431.252), as amended by 1998 PA 505. At 10:34 AM, the Chair laid the committee at ease. Majority Vice-Chair Posthumus assumed the gavel. At 10:35 AM, Majority Vice Chair Bryan Posthumus called the committee back to order. Representative Alexander and Representative Cherry, testified in support of HB 4599 and HB 4600. At 10:41 AM, Majority Vice Chair Bryan Posthumus laid the committee at ease. Chair Alexander assumed the gavel. At 10:42 AM, the Chair called the committee back to order. Crystal Terrell, representing the Michigan Harness Horsemen's Association, testified in support of HB 4599 and HB 4600. Questions and discussion followed. John Currie, representing the Michigan Association of Fairs and Expositions, testified in support of HB 4599 and HB 4600. Questions and discussion followed. Rick McCune, representing the Michigan Thoroughbred Owners and Breeders Association, testified in support of HB 4599 and HB 4600. Questions and discussion followed. Brett Boyd, representing the Michigan Harness Racing Association, testified in support of HB 4599 and HB 4600. Questions and discussion followed. The following people submitted a card in support of HB 4599 and HB 4600, but did not wish to speak: Rebecca Park, representing the Michigan Farm Bureau.
