BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, April 22, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Filler moved to adopt the meeting minutes from April 15, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4059 before the committee: HB 4059 (Rep. Wendzel) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 109n. Representative Wendzel, testified in support of HB 4059. Questions and discussion followed. Kristin Wier, representing the Benton Harbor Logan Center, testified in support of HB 4059. Questions and discussion followed. The following people submitted a card in support of HB 4059, but did not wish to speak: Mike Dow, representing the Michigan Behavioral Analysis Providers Association. The Chair laid HB 4497 before the committee: HB 4497 (Rep. Paquette) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 2221 (MCL 333.2221). The following people submitted a card in opposition to HB 4497, but did not wish to speak: Emily Schwarzkopf, representing the Michigan Department of Health and Human Services. Representative Allor moved to adopt substitute (H-1) to HB 4497. The motion prevailed 18- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Nays: None. Pass: None. Representative Hauck moved to report out HB 4497 with recommendation, as substitute (H- 1). The motion prevailed 14-4-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Morse. Nays: Reps. Clemente, Pohutsky, Stone, Neeley. Pass: None. Representative Fink moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
