GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, April 22, 2021 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Sowerby, Cambensy, Aiyash. Absent: Rep. Marino. Excused: Rep. Marino. The Chair laid HB 4470 before the committee: HB 4470 (Rep. Allor) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 48738 (MCL 324.48738), as amended by 2014 PA 541. Jesse Osmer, representing Representative Allor, testified in support of HB 4470. Brenda Archambo, representing Sturgeon for Tomorrow, testified in support of HB 4470. Jim Felgenauer, representing St. Clair-Detroit River Sturgeon for Tomorrow, testified in support of HB 4470. Questions and discussion followed. Ian FitzGerald, representing the Michigan United Conservation Clubs, testified in support of HB 4470. Questions and discussion followed. Representative Markkanen moved to adopt substitute (H-2) to HB 4470. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. The Chair laid SCR 6 before the committee: SCR 6 (Sen. McBroom) A concurrent resolution to urge the Natural Resources Commission and the Department of Natural Resources to end the research study begun in 2019 concerning the effectiveness of antler point restrictions as a management tool in the chronic wasting disease core area. Representative Markkanen moved to report out SCR 6 with recommendation. The motion prevailed 6-1-1: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Cambensy. Nays: Rep. Sowerby. Pass: Rep. Aiyash. The Chair laid before the Committee a presentation by Dennis Eade, Executive Director, Michigan Steelhead and Salmon Fishermen's Association, and Dr. Bryan Burroughs, Executive Director, Michigan Trout Unlimited. Questions and discussion followed. Representative Markkanen moved to adopt the meeting minutes from April 15, 2021. There being no objection, the motion prevailed by unanimous consent. Representative LaFave moved to excuse Representative Marino from the meeting. There being no objection the motion prevailed by unanimous consent.
