STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, April 22, 2021 10:30 AM Room 326, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative O'Malley moved to adopt the meeting minutes from April 15, 2021. There being no objection, the motion prevailed by unanimous consent. Representative Outman made remarks to the committee. Representative Outman motioned that the House Oversight Committee vote to authorize the Chair, to issue and have served, a subpoena on Robert Gordon to compel his testimony in this committee regarding his January 2021 separation from the Michigan Department of Health and Human Services and the severance and confidentiality agreement entered into with the state following his departure. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak. Nays: Reps. Brixie, LaGrand, Young. Pass: None. At 10:32 AM, the Chair laid the committee at ease. At 10:34 AM, the Chair called the committee back to order. The Chair laid HB 4591 before the committee: HB 4591 (Rep. Roth) A bill to regulate certain provisions in certain public employment contracts; to limit severance payments to certain public employees and public officers; and to provide for civil fines. Representative O'Malley moved to adopt substitute (H-3) to HB 4591. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Nays: None. Pass: None. Representative O'Malley moved to report out HB 4591 with recommendation, as substitute (H-3). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps.
