- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, April 27, 2021 12:00 PM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. Representative Jones moved to adopt the meeting minutes from April 13, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 55 before the committee: HR 55 (Rep. Fink) A resolution to firmly affirm support for the preservation of the Second Amendment and to express the sense of the House of Representatives regarding federal laws that infringe on the right to bear arms. Representative Fink introduced the resolution. Questions and discussion followed. The following person submitted a card in support of HR 55, but did not wish to speak: Tom Lambert, representing the Michigan Open Carry. Representative Beeler moved to report out HR 55 with recommendation. The motion prevailed 5-4-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin. Nays: Reps. Jones, Coleman, Rogers, Steenland. Pass: None. The Chair laid HB 4030 and HB 4498 before the committee: HB 4030 (Rep. Hoitenga) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending sections 5b and 5l (MCL 28.425b and 28.425l), as amended by 2017 PA 95. HB 4498 (Rep. The following person submitted a card in support of HB 4030, HB 4498 and HR 55, but did not wish to speak: Brady Schickinger, representing the Michigan Coalition for Responsible Gun Owners.
