HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, April 27, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Steenland. Absent: Rep. Jones. Excused: Rep. Jones. Representative Mueller moved to adopt the meeting minutes from April 20, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4256 before the committee: HB 4256 (Rep. Brann) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 502c (MCL 750.502c), as amended by 2015 PA 144. Representative Brann, and Tony Clementi, representing Paws with a Cause, testified in support of HB 4256. Questions and discussion followed. The Chair laid HB 4218 before the committee: HB 4218 (Rep. Outman) A bill to amend 1972 PA 239, entitled "McCauley- Traxler-Law-Bowman-McNeely lottery act," by amending section 25 (MCL 432.25), as amended by 1998 PA 465. Representative Outman testified in support of HB 4218. Questions and discussion followed. The Chair laid HB 4431 before the committee: HB 4431 (Rep. Hertel) A bill to amend 1972 PA 382, entitled "Traxler- McCauley-Law-Bowman bingo act," by amending section 3 (MCL 432.103), as amended by 2019 PA 159. Representative Hertel testified in support of HB 4431. Questions and discussion followed. The following people submitted a card in support of HB 4431, but did not wish to speak: Jasmine Tompkins, representing the Michigan Gaming Control Board. Mike Gallagher, representing the Michigan Lottery. At 10:45 AM, the Chair laid the committee at ease. At 10:45 AM, the Chair called the committee back to order. The Chair laid HB 4445 before the committee: HB 4445 (Rep. Lightner) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 518 (MCL 436.1518), as amended by 2010 PA 279. Representative Outman moved to report out HB 4445 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Steenland. Nays: None. Pass: None. The Chair laid HB 4527 before the committee: HB 4527 (Rep. Albert) A bill to amend 1966 PA 225, entitled "Carnival- amusement safety act of 1966," by amending the title and sections 2, 10, 11, 17, and 20 (MCL 408.652, 408.660, 408.661, 408.667, and 408.670), the title and section 11 as amended by 2014 PA 163, sections 2 and 17 as amended and section 20 as added by 2000 PA 346, and section 10 as amended by 2020 PA 163, and by adding section 19a. The following person submitted a card in opposition to HB 4527, but did not wish to speak: Derek Sova, representing the Michigan Department of Licensing and Regulatory Reform. Representative Hall moved to report out HB 4527 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Steenland. Nays: None. Pass: None. Representative Hertel moved to excuse Representative Jones from the meeting. There being no objection the motion prevailed by unanimous consent.
