HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Alexander, Fox, Pavlov, Dievendorf, Rheingans and Skaggs. Absent: Reps. Lightner, Kunse and Paiz. Excused: Reps. Lightner, Kunse and Paiz. Representative Alexander moved to adopt the meeting minutes from May 08, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4257 and HB 4265 before the committee: Representative Andrews testified in support of HB 4257 and HB 4265. Questions and discussion followed. Mike Alaimo, representing the Michigan Chamber, testified in support of HB 4257 & HB 4265. Questions and discussion followed. Christy McGillirray, representing the Sierra Club, Megan Tinsley, representing Michigan Environmental Council, and Nichole Bieber, representing Clean Water Action, testified together in opposition to HB 4257 & HB 4265. Neyer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 11502 and 11503 (MCL 324.11502 and 324.11503), as amended by 2022 PA 243. HB 4265 (Rep. Andrews) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 11506 and 11568 (MCL 324.11506 and 324.11568), section 11506 as amended by 2022 PA 244 and section 11568 as added by 2022 PA 249. Billy Kepner, Vice President of Vanguard Renewables, testified in support of HB 4257 & HB 4265. Questions and discussion followed.
