- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, May 11, 2021 12:15 a.m. Room 519, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Wakeman, Wozniak, Marino, Rendon, Tisdel, Pohutsky, Brenda Carter, Aiyash. Absent: None. Excused: None. Representative Camilleri joined the committee remotely. Representative Wozniak moved to adopt the meeting minutes from April 20, 2021. There being no objections, the motion prevailed by unanimous consent. Representative Tisdel moved to adopt the meeting minutes from March 16, 2021 as amended. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 4640 before the committee: HB 4640 (Rep. Glenn) A bill to amend 1982 PA 250, entitled "Child abuse and neglect prevention act," by amending section 2 (MCL 722.602), as amended by 2018 PA 60. Representative Glenn, the bill sponsor, explained HB 4640. John Tuinstra, representing the Citizens for Parental Rights, submitted a card and written testimony in opposition to HB 4640, but did not wish to speak. The Chair laid HB 4644 before the committee: HB 4644 (Rep. Wakeman) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 8 (MCL 206.8), as amended by 2018 PA 38. At 12:20 p.m., the Chair went at ease at the call of the Chair. The Majority Vice-Chair reconvened the committee at 12:21 p.m. The Chair explained HB 4644 and the substitute (H-1). At 12:23 p.m., the Majority Vice-Chair went at ease at the call of the Chair. The Chair reconvened the committee at 12:24 p.m. Representative Rendon moved to adopt substitute (H-1) to HB 4644. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Wozniak, Rendon, Tisdel, Pohutsky, Brenda Carter, Aiyash. Nays: None. Pass: None. Dr. Lisa C. Ludwig MD, a Sparrow Family Medicine Physician, testified in support of HB 4644 (H-1). Dr. Matthew Viel, MD, a Family Medicine Specialist from Holland, Michigan, testified in support of HB 4644 (H-1). Dan Jarvis, representing the Michigan Family Forum, testified in support of HB 4644 (H-1). Henry Wolf, Legislative Assistant for the bill sponsor, was available for questions from committee members on House Bill 4644 (H-1). Aaron Keel, Director of Legislative Affairs for the Michigan Department of Treasury, submitted a card in opposition to HB 4644 and the (H-1) substitute, but did not wish to speak. The following individuals submitted a card in support of HB 4644 (H-1), but did not wish to speak: Geneviere Marnon, representing the Right to Life Michigan. and Rebecca J. Mastee, JD, Policy Advocate for Michigan Catholic Conference. There being no further business before the committee; Representative Wozniak moved that the committee adjourn.
