BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, May 11, 2021 12:00 PM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:00 PM, the Chair laid the committee at ease. At 12:01 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. Representative Steenland moved to adopt the meeting minutes from May 4, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4030 and HB 4498 before the committee: HB 4030 (Rep. Hoitenga) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending sections 5b and 5l (MCL 28.425b and 28.425l), as amended by 2017 PA 95. HB 4498 (Rep. Paquette) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending section 5l (MCL 28.425l), as amended by 2017 PA 95. First Lieutenant Matt Williams, representing the Michigan State Police, testified in opposition to HB 4030 and HB 4498. Questions and discussion followed. The Chair laid SB 11 before the committee: SB 11 (Sen. Jones, Coleman, Rogers, Steenland. Pass: None. The committee returned to consideration of HB 4030 and HB 4498. Representative Steenland moved to adopt substitute (H-2) to HB 4030. The motion prevailed 6-1-2: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Steenland. Nays: Rep. Rogers. Pass: Reps. Jones, Coleman. Representative LaFave moved to report out HB 4030 with recommendation, as substitute (H- 2). The motion prevailed 6-1-2: FAVORABLE ROLL CALL Yeas: Reps.
