- HOUSE OF REPRESENTATIVES COMMITTEE ON WORKFORCE, TRADES, AND TALENT REP. BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, May 13, 2021 9:00 a.m. Room 519, House Office Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and a quorum was present. Present: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Absent: None. Excused: None. Representative Farrington moved to adopt the meeting minutes from April 29, 2021. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 4125 before the committee: HB 4125 (Rep. Howell) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," by amending sections 701 and 737 (MCL 339.5701 and 339.5737), section 701 as amended by 2018 PA 151. Representative Howell, the bill sponsor, explained the (H-3) substitute. Representative Howell moved to adopt substitute (H-3) to HB 4125. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Nays: None. Pass: None. The following individuals submitted a card in support of HB 4125 (H-3), but did not wish to speak: Susan Schlaybaugh, Legislative Consultant for the Michigan Electric Co-op Association; and Todd Tennis, representing the International Brotherhood of Electrical Workers. The following individuals submitted a card in opposition to HB 4125 (H-3), but did not wish to speak: Edward Rivet, representing the Michigan Conservative Energy Forum, and Valeri J. M. Brader, representing the Energy Innovation Business Council. Representative Howell moved to report out HB 4125 with recommendation, as substitute a (H-3). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Nays: None. Pass: None. The Chair laid HB 4434 before the committee: HB 4434 (Rep. Stone) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending sections 2 and 32b (MCL 421.2 and 421.32b), section 2 as amended by 2011 PA 268 and section 32b as amended by 2011 PA 269, and by adding section 32e. Representative Lori Stone, the bill sponsor, explained HB 4434. Questions followed. Ms. Rachael Kohl, the Director of the Workers' Rights Clinic at University of Michigan Law School, testified in support of HB 4434. A copy of her written testimony is attached. Mr. Brett J. Lawrence, a brand manager, graphic designer, and a photographer, testified in support of HB 4434. Anthony Sutter, a carpenter, testified in support of HB 4434. Stephanie Glidden, Chief of Staff and Legislative Liaison for Michigan's Unemployment Insurance Agency, testified with a neutral position on HB 4434. Questions followed. The following individuals submitted a card in support of HB 4434, but did not wish to speak: Peter Ruark, representing the Michigan League for Public Policy, and Jonathan Byrd, representing the Michigan Laborers Union. There being no further business before the committee; Representative Markkanen moved that the committee adjourn.
