- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Thursday, May 20, 2021 9:00 AM Room 327, House Office Building The House Committee on Government Operations was called to order by Chair Mueller. At 9:00 AM, the Chair laid the committee at ease. At 9:02 AM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Hauck moved to adopt the meeting minutes from April 22, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4501 before the committee: HB 4501 (Rep. Beson) A bill to amend 1974 PA 154, entitled "Michigan occupational safety and health act," (MCL 408.1001 to 408.1094) by adding section 38. Representative Beson testified in support of his legislation. Questions and discussion followed. The following people submitted a card in support of HB 4501, but did not wish to speak: Amanda Fisher, representing the National Federation of Independent Business. Representative Cherry offered the following amendment to HB 4501: 1. Amend page 2, line 3, by striking out the balance of the bill. Representative Cherry moved to adopt the amendment to HB 4501. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Cherry, Rabhi. Nays: Reps. Mueller, VanWoerkom, Hauck. Pass: None. Representative VanWoerkom moved to report out HB 4501 with recommendation. The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck. Nays: Reps. Cherry, Rabhi. Pass: None. The Chair laid HB 4822 before the committee: HB 4822 (Rep. Mueller) A bill to amend 1969 PA 317, entitled "Worker's disability compensation act of 1969," (MCL 418.101 to 418.941) by adding section 406. At 9:19 AM, the Chair laid the committee at ease. At 9:22 AM, the Chair called the committee back to order. Chairman Mueller testified in support of his legislation. Questions and discussion followed. Dave Lamontain, representing the Police Officers Association of Michigan, testified in support of HB 4822. Questions and discussion followed. Allen Cox and Robin Hornbuckle, representing the Wayne County Deputy Sheriff Association, testified in support of HB 4822. Questions and discussion followed. Andrew Beardsley and Jack Nolish, representing the Michigan Department of Labor and Economic Opportunity, testified with no position on HB 4822. Jon Clore and Rachel Marcero, representing the Us Against the Media.com, testified in opposition to HB 4822. Questions and discussion followed. Mark Docherty, representing the President of the Fire Fighters Union, testified in support of HB 4822. Questions and discussion followed. The following people submitted a card in opposition to HB 4822, but did not wish to speak: Herasanna Richards, representing the Michigan Municipal League. Judy Allen, representing the Michigan Township Association. Meghann Keit, representing the Michigan Association of Counties.
