- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, May 20, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Morse. Absent: Rep. Neeley. Excused: Rep. Neeley. Representative Whiteford moved to adopt the meeting minutes from May 13, 2021. There being no objection, the motion prevailed by unanimous consent. Chair Kahle laid before the committee a presentation on Emergency Medical Services (EMS) provider issues. Ken Cummings, President & CEO of Tri-Hospital EMS; Denise Pope, paramedic with Southwestern Michigan Community Ambulance Service; Ron Slagell, President and CEO of Emergent Health Partners; and Jeff White, Chief of Richmond Lenox EMS gave a presentation to the committee. The Chair laid HB 4521 before the committee: HB 4521 (Rep. Brabec) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 9123 (MCL 333.9123), as added by 1988 PA 487. Representative Brabec, testified in support of HB 4521. Questions and discussion followed. Dorrie Dils, CEO, representing the Gift of Life Michigan, testified in support of HB 4521. Questions and discussion followed. Dr. Christopher Sonnenday, representing the University of Michigan Transplant Center, testified in support of HB 4521. The following people submitted a card in support of HB 4521, but did not wish to speak: Kelly Doyle, representing the HIV/AIDS Alliance of Michigan. Sam Champagne, representing the Henry Ford Health System. The Chair laid HB 4762 before the committee: HB 4762 (Rep. Kahle) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 10251. At 10:56 AM, the Chair laid the committee at ease. At 10:57 AM, the Majority Vice Chair Luke Meerman called the committee back to order. Chair Kahle, testified in support of HB 4762. Dr. Christopher Sonnenday, representing the University of Michigan Transplant Center, testified in support of HB 4762. Questions and discussion followed. Sherri Karabelski, parent, representing the National Down Syndrome Society of Michigan, testified in support of HB 4762. Lindsay Filcik, parent, representing herself, testified in support of HB 4762. The following people submitted a card in support of HB 4762, but due to the time constraints were unable to speak: Brandie Sendziak, representing the Fat Legal Advocacy, Rights, and Education Project (FLARE). The following people submitted a card in support of HB 4762, but did not wish to speak: Sherri Boyd, representing the Arc Michigan. Norm DeLisle, representing the With Liberty and Access for All. Jennifer DeVault, representing the Down Syndrome Association of West Michigan. Representative Tisdel moved to excuse Representative Neeley from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Kahle adjourned the meeting at 11:28 AM.
