GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, May 20, 2021 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Sowerby, Cambensy, Aiyash. Absent: Rep. Marino. Excused: Rep. Marino. Representative LaFave moved to adopt the meeting minutes from May 6, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4332 before the committee: HB 4332 (Rep. Steven Johnson) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 81116 (MCL 324.81116), as amended by 2017 PA 199. Representative Sowerby offered the following amendment to HB 4332: 1. Amend page 3, line 9, after "place" by inserting "facing forward". Representative Sowerby moved to adopt the amendment to HB 4332. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Sowerby, Cambensy, Aiyash. Howell) A bill to allow local governments and certain authorities to withhold payment under certain conditions to contractors on an asbestos abatement project; to provide for mandatory contract conditions on certain asbestos abatement projects; to provide for certain disclosures; and to prescribe the powers and duties of certain local officials. Sowerby) A bill to prohibit certain public entities from entering into certain contracts with certain entities that remove or abate asbestos; to require certain entities to disclose certain information when bidding on certain contracts with public entities; and to impose certain duties and responsibilities on certain public entities. HB 4770 (Rep. HB 4771 (Rep. The following person submitted a card with a neutral position on HB 4766, HB 4769, HB 4770 and HB 4771, but did not wish to speak: Travis Boeskool, representing the Department of Environment, Great Lakes and Energy.
