JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, May 20, 2021 10:30 AM Room 519, House Office Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: Rep. Schroeder. Excused: Rep. Schroeder. Representative Clements moved to adopt the meeting minutes from May 13, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4687, HB 4688, HB 4689 and HB 4692 before the committee: HB 4687 (Rep. Pohutsky) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383. HB 4688 (Rep. Martin) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," (MCL 4.411 to 4.431) by adding section 6b. HB 4689 (Rep. Schroeder) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," (MCL 4.411 to 4.431) by adding section 6c. HB 4692 (Rep. Scott) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 11 (MCL 4.421). Hammoud) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 11, and 15 (MCL 333.27953, 333.27961, and 333.27965), section 3 as amended by 2020 PA 208. HB 4251 (Rep. Bellino) A bill to prohibit the sale of vapor products or alternative nicotine products that contain vitamin E acetate; and to prescribe penalties. Substitute (H-1) to HB 4249 was previously adopted on May 6, 2021. Substitute (H-1) to HB 4250 was previously adopted on May 6, 2021. Substitute (H-3) to HB 4251 was previously adopted on May 6, 2021. Representative Clements moved to report out HB 4249 with recommendation, as substitute (H-1). Lilly) A bill to amend 1915 PA 31, entitled "Youth tobacco act," by amending the title and sections 1, 2, 2b, 2c, and 4 (MCL 722.641, 722.642, 722.642b, 722.642c, and 722.644), the title and sections 1, 2, and 4 as amended by 2019 PA 18 and sections 2b and 2c as added by 2019 PA 17. At 10:44 AM, the Chair laid the committee at ease. At 10:59 AM, the Chair called the committee back to order. The following people submitted a card in opposition to HB 4878, but did not wish to speak: Mat Dunaskiss, representing the Michigan Vape Shop Owners. Representative Lilly offered the following amendment to HB 4878: 1. Amend page 4, line 22, after the second "product," by striking out "or". 2. Amend page 4, line 23, after "product" by inserting a comma and "or synthetic nicotine product". 3. Amend page 4, line 26, after the second "product," by striking out "or". 4. Amend page 4, line 26, after the third "product" by inserting a comma and "or synthetic nicotine product". Representative Damoose moved to adopt the amendment to HB 4878.
