- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, May 25, 2021 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Wendzel moved to adopt the meeting minutes from May 18, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4845 before the committee: HB 4845 (Rep. Farrington) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 31b. Representative Farrington, testified in support of HB 4845. Questions and discussion followed. Adam Reames, representing the Michigan Department of State, testified with no position on HB 4845. Questions and discussion followed. Mary Clark, representing the Michigan Association of Municipal Clerks, testified in support of HB 4845. The following person submitted a card in support of HB 4845, but did not wish to speak: Bill Zaagman, representing the Michigan Association of County Clerks. The Chair laid HB 4876 before the committee: HB 4876 (Rep. Alexander) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 677 (MCL 168.677), as amended by 2018 PA 120. Representative Alexander, testified in support of HB 4876. Questions and discussion followed. Adam Reames, representing the Michigan Department of State, testified with no position on HB 4876. Mary Clark, representing the Michigan Association of Municipal Clerks, testified in opposition to HB 4876. Questions and discussion followed. Lightner) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 509o and 509r (MCL 168.509o and 168.509r), section 509o as amended by 2018 PA 126 and section 509r as amended by 2018 PA 125. HB 4838 (Rep. Green) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 668b and 795 (MCL 168.668b and 168.795), section 668b as added by 2018 PA 614 and section 795 as amended by 2018 PA 127. HB 4839 (Rep. Paquette) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2020 PA 302. HB 4840 (Rep. Borton) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 811 and 847 (MCL 168.811 and 168.847), section 811 as amended by 2018 PA 603 and section 847 as amended by 2012 PA 271. The Chair also returned to HB 4845 and HB 4876, at this time. Rexhinaldo Nazarko, representing Engage Michigan, testified in opposition to HB 4837 and HB 4876. Merissa Kovach, representing the ACLU of Michigan, testified in opposition to HB 4876. Questions and discussion followed. William Lethemon Jr., representing the 11th C.D., testified in support of HB 4838, HB 4845 and HB 4876. Questions and discussion followed. Mark Brocious, representing the U.S. of A, testified in support of HB 4838. Articia Bomer, representing Freezing Fraud from Future Elections, testified in support of HB 4876. The following people submitted a card in support of HB 4837, HB 4838, HB 4839, HB 4840, HB 4845 and HB 4876, but did not wish to speak: Janice Brines, representing the 11 C.D.. Robert Brines, representing the 11th CDRC. The following person submitted a card in opposition to HB 4837, but did not wish to speak: Tim Minotas, representing the Sierra Club of Michigan. Mary Clark, representing the Michigan Association of Municipal Clerks, submitted a card with a neutral position on HB 4837, and in support of HB 4838 and HB 4839, but did not wish to speak.. The following people submitted a card in opposition to HB 4876, but did not wish to speak: Bill Flory, representing the Michigan Association for Justice. Erica Peresman, representing the Michigan Democrat Party. Shira Roza, representing Promote the Vote, submitted a card in opposition to HB 4837, HB 4839, HB 4845, and HB 4876, but did not wish to speak.
