CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, June 2, 2021 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Marino, Berman, Paquette, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: None. Excused: None. Representative Marino joined the committee remotely. Representative Cavanagh moved to adopt the meeting minutes from May 26, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4646 before the committee: HB 4646 (Rep. Bolden) A bill to amend 1992 PA 147, entitled "Neighborhood enterprise zone act," by amending sections 2 and 3 (MCL 207.772 and 207.773), section 2 as amended by 2020 PA 3 and section 3 as amended by 2008 PA 204. Representative Bolden testified in support of HB 4646. The Chair laid HB 4647 before the committee: HB 4647 (Rep. Sabo) A bill to provide for the establishment of attainable housing districts in certain local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain qualified facilities; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of certain state and local governmental officials; and to provide penalties. Representative Sabo testified in support of HB 4647. The Chair laid HB 4649 and HB 4650 before the committee: HB 4649 (Rep. Huizenga) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending the title and section 22 (MCL 125.1422), the title as amended by 2004 PA 280 and section 22 as amended by 2012 PA 327, and by adding section 22e. HB 4650 (Rep. Huizenga) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding sections 279 and 678. Representative Huizenga testified in support of HB 4649 and HB 4650. Questions and discussion followed. The Chair laid HB 4827 before the committee: HB 4827 (Rep.
