- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 8, 2021 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Absent: None. Excused: None. Representative Stone joined the committee remotely. Representative O'Malley moved to adopt the meeting minutes from May 4, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4945 before the committee: HB 4945 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 1311b and 1311d (MCL 380.1311b and 380.1311d), section 1311b as amended by 2012 PA 620 and section 1311d as added by 1999 PA 23. Zakia Gibson and Sheryl Sanford, representing the Highland Park Public Schools, testified in support of HB 4945. Questions and discussion followed. Nick Kovach and Curtis Smith, representing the ACE Academy, testified in support of HB 4945. Questions and discussion followed. Mohamed Tabet, testified in support of HB 4945. Representative Schroeder, testified in support of HB 4945. Nick Kovach and Curtis Smith returned to testify in support on HB 4945. Questions and discussion followed. Janet Spight-White, representing the Highland Park School Board, testified in opposition to HB 4945. Questions and discussion followed. The following people submitted a card in opposition to HB 4945, but due to the time constraints were unable to speak: Ebon Morales, a former Highland Park School Board Member. Mark Price, representing the Highland Park School Board. The following people submitted a card in support of HB 4945, but did not wish to speak: Kari Klionski, representing Spectrum Juvenile Justice Services. Christine Schechtev, representing the ACE Academy. Alicia Urbain, representing the Michigan Association of Public School Academies. Beth DeShone, representing the Great Lakes Education Project Education Fund. The following people submitted a card in opposition to HB 4945, but did not wish to speak: Andy Neumann, representing the Michigan Education Association. Representative Markkanen moved to report out HB 4945 with recommendation. The motion prevailed 8-4-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus. Nays: Reps. Camilleri, Brenda Carter, Koleszar, Shannon. Pass: None. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:29 AM.
