- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES The House Committee on Finance was called to order by Chair Tisdel. The Clerk read a letter dated January 30th , 2025, from House Speaker Matt Hall which appointed members of the Committee on Finance. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: None. Excused: None. Chair Tisdel stated that the House Committee on Finance will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair Tisdel offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Frisbie moved to adopt the proposed committee rule. The motion prevailed 14-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative Frisbie moved to adopt Tuesdays at 10:30 AM, in room 521 of the House Office Building as the normal day, time, and location for meetings of the House Committee on Finance. At 10:36 AM, the Chair laid the committee at ease. At 10:37 AM, Majority Vice Chair Frisbie called the committee back to order. The Majority Vice Chair laid a presentation on the House Finance Committee before the committee. Chair Tisdel gave a presentation on the House Finance Committee. Questions and discussion followed. At 10:42 AM, Majority Vice Chair Frisbie laid the committee at ease. At 10:43 AM, the Chair called the committee back to order. The Chair laid HB 4025 and HB 4026 before the committee: Representative Paquette, joined by Representative Price testified in support of HB 4025 and HB 4026. Questions and discussion followed. The following people submitted a card in support of HB 4025 and HB 4026, but did not wish to speak: Sean Holihan, representing himself. Anne Kuhnen, representing the Michigan League for Public Policy. Representative VanderWall moved to report out HB 4025 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative Neeley moved to report out HB 4026 with recommendation. The motion prevailed 15-0-0: HB 4025 (Rep. Price) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 4ll (MCL 205.54ll), as added by 2023 PA 15. HB 4026 (Rep. Paquette) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 4ll (MCL 205.94ll), as added by 2023 PA 14. FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: None.
