BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, June 8, 2021 12:00 PM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. Representative Steenland moved to adopt the meeting minutes from May 18, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4525 before the committee: HB 4525 (Rep. Berman) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending the title and section 9e (MCL 28.609e), the title as amended by 1998 PA 237 and section 9e as added by 2018 PA 552. Representative Berman introduced the bill. Questions and discussion followed. Major Jake King, representing the Marietta Police Department, testified in support of HB 4525. Questions and discussion followed. Amir Khilah testified in support of HB 4525. The Chair laid HB 4821 before the committee: HB 4821 (Rep. Beson) A bill to amend 2004 PA 177, entitled "Michigan law enforcement officers memorial act," by amending section 5 (MCL 28.785), as amended by 2020 PA 215; and to repeal acts and parts of acts. Representative Beson introduced the bill. Questions and discussion followed. Mike Sauger, representing the Michigan Fraternal Order of Police, testified in support of HB 4821. The Chair laid HB 4718 before the committee: HB 4718 (Rep. Eisen) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending sections 5b and 5l (MCL 28.425b and 28.425l), as amended by 2017 PA 95. Representative Eisen moved to adopt substitute (H-3) to HB 4718. The motion prevailed 9-0- 0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. The following person submitted a card with a neutral position on HB 4718, but did not wish to speak: Chris Gerard, representing the Michigan State Police. The following person submitted a card in support of HB 4718, but did not wish to speak: Brady Schickinger, representing the Michigan Coalition for Responsible Gun Owners. Representative Steenland moved to report out HB 4718 with recommendation, as substitute (H-3). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. Tom Lambert, representing Michigan Open Carry, testified in support of HB 4718. The Chair laid HB 4003 before the committee: HB 4003 (Rep. Hall) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 227 (MCL 750.227), as amended by 1986 PA 8. The following people submitted a card in support of HB 4003, but did not wish to speak: Tom Lambert, representing the Michigan Open Carry. Brady Schickinger, representing the Michigan Coalition for Responsible Gun Owners. Representative Martin moved to refer HB 4003 to the Committee on Judiciary. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Steenland. Nays: Rep. Rogers. Pass: None. The committee returned to consideration of HB 4525. Representative Berman returned to answer questions. John Toth, a member of Michigan's Unarmed Combat Commission joined to answer questions. Tim Bourgeois, representing the Michigan Commission on Law Enforcement Standards, testified in opposition to HB 4525. Questions and discussion followed.
