STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, June 10, 2021 10:30 AM Room 326, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative O'Malley moved to adopt the meeting minutes from June 3, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair and Minority Vice Chair made remarks to the committee. The Chair laid HB 4705 before the committee: HB 4705 (Rep. Meerman) A bill to amend 1976 PA 267, entitled "Open meetings act," (MCL 15.261 to 15.275) by adding section 9a. Representative Meerman and Phil Forner, testified in support of HB 4705. Questions and discussion followed. The Chair laid SJRG before the committee: SJRG (Sen. Barrett) A joint resolution proposing an amendment to the state constitution of 1963, by adding section 9 to article XI, to protect certain communications with members of the legislature. Representative Steven Johnson moved to report out SJRG with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Nays: None. Pass: None. The Chair laid HB 4448 before the committee: HB 4448 (Rep. Steven Johnson) AN ACT to amend 1976 PA 390, entitled "An act to provide for planning, mitigation, response, and recovery from natural and human-made disaster within and outside this state; to create the Michigan emergency management advisory council and prescribe its powers and duties; to prescribe the powers and duties of certain state and local agencies and officials; to prescribe immunities and liabilities; to provide for the acceptance of gifts; and to repeal acts and parts of acts," by amending section 3 (MCL 30.403), as amended by 2002 PA 132. Questions and discussion on the bill followed. Representative Outman moved to report out House Bill No. 4448 with the recommendation that the bill pass, the objections of the Governor to the contrary notwithstanding. The motion prevailed 7-1-1: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, LaGrand. Nays: Rep. Brixie. Pass: Rep. Young. The Chair laid HB 4795 before the committee: HB 4795 (Rep. Berman) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 1 of chapter I (MCL 761.1), as amended by 2017 PA 2, and by adding section 12 to chapter III. Representative Berman, testified in support of HB 4795. Questions and discussion followed. The following people submitted a card in support of HB 4795, but did not wish to speak: Tom Boyd, representing the State Court Administrators Office. The following people submitted a card in opposition to HB 4795, but did not wish to speak: Mitch Albers, representing the Michigan Department of Attorney General. At 11:23 AM, the Majority Vice Chair Pat Outman called the committee back to order. The Majority Vice Chair Pat Outman laid HB 4920 before the committee: HB 4920 (Rep. Steven Johnson) A bill to amend 1846 RS 2, entitled "Of the legislature," (MCL 4.82 to 4.85) by adding section 2a. Representative Johnson, testified in support of HB 4920. Questions and discussion followed.
