- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 15, 2021 12:30 PM Room 308, House Office Building The House Committee on Government Operations was called to order by Chair Mueller. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Cherry moved to adopt the meeting minutes from May 20, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4822 before the committee: HB 4822 (Rep. Mueller) A bill to amend 1969 PA 317, entitled "Worker's disability compensation act of 1969," (MCL 418.101 to 418.941) by adding section 406. The Chair discussed the proposed substitute to HB 4822. Representative Hauck moved to adopt substitute (H-1) to HB 4822. The motion prevailed 3- 2-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck. Nays: Reps. Cherry, Rabhi. Pass: None. Jack Nolish, the Director of Workers' Disability Compensation Agency, and Drew Beardslee, representing the Michigan Department of Labor and Economic Opportunity, testified in opposition to HB 4822 (H-1). Questions and discussion followed. Representative Cherry offered the following amendments to HB 4822 (H-1): 1. Amend page 1, line 1, after "(1)" by striking out "Except as otherwise provided in this section, an" and inserting "An". 2. Amend page 2, line 6, by striking out all of subsection (3) and renumbering the remaining subsection. Representative Cherry moved to adopt the amendments to HB 4822 (H-1). The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Cherry, Rabhi. Nays: Reps. Mueller, VanWoerkom, Hauck. Pass: None. Representative VanWoerkom moved to report out HB 4822 with recommendation, as substitute (H-1). The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck. Nays: Reps. Cherry, Rabhi. Pass: None. There being no further business before the committee, Rep. Mike Mueller adjourned the meeting at 12:58 PM.
