BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, June 15, 2021 12:00 PM Room 521, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Absent: None. Excused: None. Representative Beeler moved to adopt the meeting minutes from June 8, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4821 before the committee: HB 4821 (Rep. Beson) A bill to amend 2004 PA 177, entitled "Michigan law enforcement officers memorial act," by amending section 5 (MCL 28.785), as amended by 2020 PA 215; and to repeal acts and parts of acts. The following person submitted a card in support of HB 4821, but did not wish to speak: Ken Grabowski, representing the Police Officers Association of Michigan. Representative Beeler moved to adopt substitute (H-1) to HB 4821. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Jones, Coleman, Rogers, Steenland. Nays: None. Pass: None. Representative Steenland moved to report out HB 4821 with recommendation, as substitute (H-1). At 12:02 PM, the Chair laid the committee at ease. At 12:03 PM, the Chair called the committee back to order. The Chair invited Laura Clark, Chief Security Officer for the State, Detective First Lieutenant Jim Ellis, Michigan State Police, and Lt. Colonel John Brady, commander of the 272nd Cyber Operations Squadron of the Michigan National Guard to give a presentation on Cyber Security. The Chair laid HB 4197 and HB 4539 before the committee: HB 4197 (Rep. Hornberger) A bill to prohibit local units of government from enacting or enforcing any law, ordinance, policy, or rule that limits local officials, officers, or employees from communicating or cooperating with appropriate federal officials concerning the immigration status of individuals; to prescribe the powers and duties of certain state and local officers, officials, and employees; and to prescribe penalties and remedies. HB 4539 (Rep. LaFave) A bill to prohibit counties from enacting or enforcing any law, ordinance, policy, or rule that limits peace officers or local officials, officers, or employees from communicating or cooperating with appropriate federal officials concerning the immigration status of individuals; to prescribe the powers and duties of certain state and local officials, officers, and employees; and to prescribe penalties and remedies. At 12:10 PM, the Chair laid the committee at ease. At 12:11 PM, Majority Vice Chair Andrew Beeler called the committee back to order. Chair LaFave and Representative Hornberger introduced the bills. Chris Hackbarth, representing the Michigan Municipal League, testified in opposition to HB 4197. Questions and discussion followed. Paul Stankewitz, representing the Michigan Catholic Conference, testified with a neutral position on HB 4197 and HB 4539. Questions and discussion followed. Representative Bezotte offered the following amendment to HB 4197: 1. Amend page 2, line 1, after "government" by striking out "sanctuary policy prohibition" and inserting "law enforcement protection". Representative Bezotte moved to adopt the amendment to HB 4197. The motion prevailed 7- 1-1: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Coleman, Steenland. Nays: Rep. Rogers. Pass: Rep. Jones. The following people submitted a card in opposition to HB 4197 and HB 4539, but did not wish to speak: Monica Andrade, representing the ACLU of Michigan. Simon Marshall-Shah, representing the Michigan League for Public Policy. Susan Reed, representing the Michigan Immigrant Rights Council. The following person submitted a card in opposition to HB 4197, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. The following people submitted a card in opposition to HB 4539, but did not wish to speak: Matt Saxtin, representing the Michigan Sheriff's Assocciation. Deena Bosworth, representing the Michigan Association of Counties. The committee returned to consideration of a Cyber Security presentation given by Laura Clark, Chief Security Officer for the State, Detective First Lieutenant Jim Ellis, Michigan State Police, and Lt. Colonel John Brady, commander of the 272nd Cyber Operations Squadron of the Michigan National Guard to give a presentation on Cyber Security. Questions and discussion followed. Vice-Chair Beeler assumed the gavel, the time being 12:43 p.m. Chair LaFave assumed the gavel, the time being 12:49 p.m. There being no further business before the committee, Rep.
