The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer and Hoskins. Absent: Reps. Whitsett, Neeley and Foreman. Excused: Reps. Whitsett, Neeley and Foreman. Representative Thompson moved to adopt the meeting minutes from May 14, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4218 and HB 4219 before the committee: Representative Thompson testified in support of HB 4218 and HB 4219. Marianne Huff, representing the Mental Health Association of Michigan, testified in support of HB 4218 and HB 4219. Questions and discussions followed. HB 4219 (Rep. Thompson) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 416 (MCL 330.1416), as amended by 2018 PA 595. Representative Prestin offered the following amendment to HB 4037: 1. Amend page 6, following line 19, by inserting: "(j) On the request of a patient or, if a patient is unable to participate in medical treatment decisions, the patient's patient advocate, provides the patient or the patient advocate, at no cost, with a record of the disclosures of protected health information that were made during the 6 years preceding the request.". Representative VanderWall moved to adopt the amendment to HB 4037. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative DeBoer moved to adopt substitute (H-1) to HB 4038. The motion prevailed 13-0- 1: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, Bohnak, Frisbie, Brenda Carter, Witwer and Hoskins. Nays: None. Pass: Rep. St. Germaine. Representative Bierlein moved to report out HB 4038 with recommendation, as substitute (H-1). The motion prevailed 12-0-2: FAVORABLE ROLL CALL Yeas: Reps. Representative Hoskins moved to excuse Representatives Whitsett, Neeley and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 10:00 AM.
