HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 23, 2021 12:00 PM Room 308, House Office Building The House Committee on Government Operations was called to order by Chair Mueller. At 12:01 PM, the Chair laid the committee at ease. At 12:02 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Cherry moved to adopt the meeting minutes from June 15, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 118 before the committee: HR 118 (Rep. Weiss) A resolution to urge the Biden Administration and U.S. Department of State to act with the utmost urgency to secure the release of American journalist Danny Fenster from Myanmar and return him safely to the United States. Representative Weiss testified in support of her resolution. Bryan Fenster, brother of American journalist Danny Fenster, testified in support of the resolution. Rose and Buddy Fenster, parents of American journalist Danny Fenster, testified in support of the resolution. Vice-Chair Cherry gave a statement to the committee. The following people submitted a card in support of HR 118, but did not wish to speak: Scott Urbanowski. Lisa McGraw, representing the Michigan Press Association. Representative Cherry moved to adopt substitute (H-1) to HR 118. The motion prevailed 5-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Nays: None. Pass: None. Representative Rabhi moved to report out HR 118 with recommendation, as substitute (H-1). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Nays: None. Pass: None. The Chair laid HB 5007 before the committee: HB 5007 (Rep. Berman) A bill to amend 1972 PA 222, entitled "An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes," by amending sections 2 and 2a (MCL 28.292 and 28.292a), section 2 as amended and section 2a as added by 2020 PA 306. Representative Berman testified in support of his legislation. Matt Levin, representing the Michigan Department of State, testified in opposition to HB 5007. Questions and discussion followed. Representative Berman returned to answer further questions. Representative Cherry offered the following amendment to HB 5007: 1. Amend page 8, line 26, after "2022" by inserting "and upon sufficient appropriation,". Representative Cherry moved to adopt the amendment to HB 5007. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Cherry, Rabhi. Nays: Reps. Mueller, VanWoerkom, Hauck. Pass: None. Representative Hauck moved to report out HB 5007 with recommendation. The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck. Nays: Reps. Cherry, Rabhi. Pass: None.
