GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 14, 2021 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Steven Johnson, Kahle, Rendon, Berman, Wozniak, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representative Berman joined the committee remotely. Representative Mueller moved to adopt the meeting minutes from June 22, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4851, HB 4852, HB 4854 and HB 4856 before the committee: HB 4851 (Rep. Alexander) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 483a (MCL 750.483a), as added by 2000 PA 451. HB 4852 (Rep. Cambensy) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 478b. HB 4854 (Rep. Rogers) A bill to amend 1975 PA 238, entitled "Child protection law," (MCL 722.621 to 722.638) by adding section 3b. HB 4856 (Rep. Bolden) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 13 (MCL 15.243), as amended by 2018 PA 68. Representative Alexander, Representative Cambensy, Representative Rogers, and Representative Bolden, testified in support of HB 4851, HB 4852, HB 4854 and HB 4856. Questions and discussion followed. Kathy Hagenian, representing the Michigan Coalition to End Domestic and Sexual Violence, testified in support of HB 4851, HB 4852, HB 4854 and HB 4856. Yancey) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," (MCL 760.1 to 777.69) by adding section 40b to chapter VII. Chairman Filler and Representative Yancey, testified in support of HB 4798 and HB 4974. At 9:42 AM, the Majority Vice Chair Mike Mueller laid the committee at ease. At 9:43 AM, the Chair called the committee back to order. Attorney General Dana Nessel, Danielle Hagaman Clark, and Mitch Albers, all representing the Michigan Department of Attorney General, testified in support of HB 4798 and HB 4974. Questions and discussion followed. Jessica Zimbelman, representing the Criminal Defense Attorneys of Michigan, testified in opposition to HB 4798 and HB 4974. Questions and discussion followed. Miriam Jane-Black O'Shea, testified representing the Junior League of Michigan State Public Affairs, who has no position at this time, and herself in support, of HB 4798 and HB 4974. Lindsay Dunlop, representing survivors of domestic violence, testified in support of HB 4798 and HB 4974.
