- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, September 14, 2021 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, Berman, Carra, Roth, Sneller, Clemente, Liberati, Puri. Absent: Reps. LaFave, Shannon. Excused: Reps. LaFave, Shannon. Representative Berman joined the committee remotely. Representative Griffin moved to adopt the meeting minutes from August 17, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4252 before the committee: HB 4252 (Rep. Sneller) A bill to amend 1993 PA 354, entitled "Railroad code of 1993," by amending section 315 (MCL 462.315), as amended by 2012 PA 421. Representative Sneller, joined by Jon Cool, representing the Michigan Railroads Association, both testified in support of HB 4252. Questions and discussion followed. Mark Polsdofer and Kris Foondle, both representing the Michigan Department of Transportation, approached to answer questions from committee members. Joe Banasiak, representing National Signal, testified in support of HB 4252. Questions and discussion followed. Ed Noyola, representing the Michigan County Road Association, testified in opposition to HB 4252. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4252, but did not wish to speak: Donald Roach, representing Smart Union. The following people submitted a card in support of HB 4252, but did not wish to speak: Mark Polsdofer and Kris Foondle, representing the Michigan Department of Transportation. The following people submitted a card in opposition to HB 4252, but did not wish to speak: John LaMacchia, representing the Michigan Municipal League.
