RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, September 21, 2021 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Wozniak, Rendon, Roth, Tisdel, Pohutsky, Camilleri, B. Carter, Aiyash. Absent: None. Excused: None. Representative Brenda Carter joined the committee remotely. Representative Wozniak moved to adopt the meeting minutes from June 22, 2021. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 5041, HB 5042, HB 5043, HB 5044, HB 5045, HB 5046, HB 5047 and HB 5048 before the committee: HB 5041 (Rep. O'Malley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending sections 1, 3h, and 11 (MCL 722.111, 722.113h, and 722.121), section 1 as amended by 2020 PA 6 and section 3h as added and section 11 as amended by 2017 PA 257. HB 5042 (Rep. VanWoerkom) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending sections 1, 5c, and 5m (MCL 722.111, 722.115c, and 722.115m), section 1 as amended by 2020 PA 6, section 5c as amended by 2017 PA 256, and section 5m as added by 2017 PA 258. HB 5043 (Rep. Breen) A bill to create family child care networks; to prescribe the powers and duties of state departments and agencies; and to provide resources to child care providers. HB 5044 (Rep. Puri) A bill to provide for infant and toddler child care contracts; to prescribe the powers and duties of certain state departments and agencies; and to provide resources for certain child care providers. HB 5045 (Rep. Wakeman) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 11b (MCL 722.121b), as amended by 2017 PA 258. HB 5046 (Rep. Markkanen) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 2 (MCL 722.112), as amended by 2017 PA 257. HB 5047 (Rep. Calley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 3g (MCL 722.113g), as amended by 2017 PA 257. Ja'Nel Jamerson, representing the Flint Early Childcare Collaborative and Educare Flint, submitted a card in support of HB 5043 (H-1) and HB 5044, but did not wish to speak. The Chair laid HB 5293 before the committee: HB 5293 (Rep. Reilly) A bill to amend 2006 PA 110, entitled "Michigan zoning enabling act," by amending section 102 (MCL 125.3102), as amended by 2008 PA 12. Representative John Reilly, the bill sponsor for HB5293, explained HB 5293 and introduced Jay Dunn, Co-Founder and Chief of Operations of the House of Providence, who testified in support of HB 5293. Questions followed. Judy Allen, Director of Government Relations for the Michigan Township Association, testified in opposition to HB 5293. Questions and discussion followed. Jen Rigterink, Legislative Associate for the Michigan Municipal League (MML), testified in opposition to HB 5293. Questions and discussion followed. Chester Koop testified in opposition to HB 5293. Janet Reynolds Snyder, MBA, Executive Director for the Michigan Federation for Children and Families, submitted a card and written testimony in support of HB 5293, but did not wish to speak. A copy is attached. Karla Ruest, representing the Michigan County Social Services Association, submitted a card in support of HB 5293, but did not wish to speak. There being no further business before the committee, Representative Roth moved to adjourn the committee meeting.
