HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, September 21, 2021 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Clerk read a letter from Speaker Wentworth removing Representative Jones from the Regulatory Reform committee. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Witwer, Steenland. Absent: Rep. Garza. Excused: Rep. Garza. Representative Damoose moved to adopt the meeting minutes from September 14, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5058, HB 5059, HB 5060 and HB 5061 before the committee: HB 5058 (Rep. Clements) A bill to amend 2000 PA 92, entitled "Food law," by amending section 1105 (MCL 289.1105), as amended by 2014 PA 516. HB 5059 (Rep. Mueller) A bill to amend 2020 PA 220, entitled "Industrial hemp growers act," by amending section 303 (MCL 333.29303), as amended by 2021 PA 4. HB 5060 (Rep. Outman) A bill to amend 2020 PA 220, entitled "Industrial hemp growers act," by amending section 609 (MCL 333.29609), as amended by 2021 PA 4. HB 5061 (Rep. Posthumus) A bill to amend 2014 PA 547, entitled "Industrial hemp research and development act," by amending the title and sections 2 and 7 (MCL 286.842 and 286.847), the title and section 2 as amended by 2018 PA 641 and section 7 as added by 2018 PA 641, and by adding section 11a. Representative Posthumus testified in support of HB 5058, HB 5059, HB 5060 and HB 5061. Jonathan Miller, representing the US Hemp Roundtable, testified in support of HB 5058, HB 5059, HB 5060 and HB 5061. Questions and discussion followed. The following person submitted a card in support of HB 5058, HB 5059, HB 5060 and HB 5061, but did not wish to speak: Kevin McKinney, representing the Michigan Cannabis Industry Association. The following person submitted a card in support of HB 5058 and HB 5059, but did not wish to speak: Dave Crabill, representing iHemp Michigan. The Chair laid HB 5260 before the committee: HB 5260 (Rep. Witwer) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 248l (MCL 257.248l), as added by 2018 PA 420. Representative Witwer, and Jeff Baker, representing the Michigan Independent Auto Dealers, testified in support of HB 5260. Adam Reames, representing the Michigan Department of State, testified in opposition to HB 5260. The Chair laid HB 4921 before the committee: HB 4921 (Rep. Hauck) A bill to amend 2016 PA 281, entitled "Medical marihuana facilities licensing act," by amending section 701 (MCL 333.27701). The following people submitted a card in support of HB 4921, but did not wish to speak: Kevin McKinney, representing the Michigan Cannabis Industry Association. Manny Lentine, representing the MI Pure Med (aka) Common Citizen. Andrew Brisbo, representing the Marijuana Regulatory Agency. Representative Mueller moved to report out HB 4921 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Witwer, Steenland. Nays: None. Pass: None. The Chair laid HB 4711 before the committee: HB 4711 (Rep. Hall) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2020 PA 121. The following person submitted a card with a neutral position on HB 4711, but did not wish to speak: David Marvin, representing the Michigan Liquor Control Commission. Representative Bellino moved to report out HB 4711 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Witwer, Steenland. Nays: None. Pass: None. Representative Hertel moved to excuse Representative Garza from the meeting. There being no objection the motion prevailed by unanimous consent.
