HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, September 28, 2021 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Wozniak, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Brenda Carter, Aiyash. Absent: None. Excused: None. Representative Wozniak moved to adopt the meeting minutes from September 21, 2021. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 5041, HB 5042, HB 5043, HB 5044, HB 5045, HB 5047 and HB 5048 before the committee: HB 5041 (Rep. O'Malley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending sections 1, 3h, and 11 (MCL 722.111, 722.113h, and 722.121), section 1 as amended by 2020 PA 6 and section 3h as added and section 11 as amended by 2017 PA 257. HB 5042 (Rep. VanWoerkom) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending sections 1, 5c, and 5m (MCL 722.111, 722.115c, and 722.115m), section 1 as amended by 2020 PA 6, section 5c as amended by 2017 PA 256, and section 5m as added by 2017 PA 258. HB 5043 (Rep. Breen) A bill to create family child care networks; to prescribe the powers and duties of state departments and agencies; and to provide resources to child care providers. HB 5044 (Rep. Puri) A bill to provide for infant and toddler child care contracts; to prescribe the powers and duties of certain state departments and agencies; and to provide resources for certain child care providers. HB 5045 (Rep. Wakeman) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 11b (MCL 722.121b), as amended by 2017 PA 258. HB 5047 (Rep. Calley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 3g (MCL 722.113g), as amended by 2017 PA 257. HB 5048 (Rep. Roth) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 8e. Substitute (H-1) for HB 5041 was previously adopted on Tuesday, September 21, 2021. Substitute (H-1) for HB 5042 was previously adopted on Tuesday, September 21, 2021. Substitute (H-1) for HB 5043 was previously adopted on Tuesday, September 21, 2021. Substitute (H-1) for HB 5048 was previously adopted on Tuesday, September 21, 2021. Alex Kramer, Director of Government Affairs for the Grand Rapids Chamber of Commerce, testified in support of HB 5041 (H-1), HB 5042 (H-1), HB 5043 (H-1), HB 5044, HB 5045, HB 5046, HB 5047, HB 5048 (H-1). Alex Rossman, External Affairs Director for the Michigan League for Public Policy, submitted a card and written testimony in support of HB 5041, (H-1), HB 5042, (H-1), HB 5043, (H-1), HB 5044, HB 5045, HB 5046, HB 5047, HB 5048 and (H-1), but did not wish to speak: Representative Tisdel moved to report out HB 5041 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Wozniak, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Brenda Carter, Aiyash. Nays: None. Pass: None.
