- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, October 5, 2021 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Brenda Carter, Koleszar, Shannon, Stone. Absent: Reps. Posthumus, Camilleri. Excused: Reps. Posthumus, Camilleri. Representative O'Malley moved to adopt the meeting minutes from September 28, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4199 before the committee: HB 4199 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1284a (MCL 380.1284a), as added by 2007 PA 101; and to repeal acts and parts of acts. Representative Hornberger moved to report out HB 4199 with recommendation. The motion prevailed 9-2-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, Beeler, Brenda Carter, Koleszar, Shannon, Stone. Nays: Reps. O'Malley, Damoose. Pass: None. The following people submitted a card in support of HB 4199, but did not wish to speak: Rusty Merchant, representing the Grand Rapids Public Schools. Beth DeShone, representing the Great Lakes Education Project. Dr. David Michelson, representing the Michigan Education Association. Chris Glass, representing the Education Advocates of West Michigan. Peter Spadafore, representing the Michigan Association of Superintendents. The Chair laid HB 4953 before the committee: HB 4953 (Rep. Martin) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1293. Representative Beeler moved to adopt substitute (H-1) to HB 4953. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Nays: None. Pass: None. Representative Martin, testified in support of HB 4953. Questions and discussion followed. The following people submitted a card in support of HB 4953, but did not wish to speak: Ron Khoury, representing the Operating Engineers Local 324. Ben DeGrow, representing the Mackinac Center for Public Policy. Representative Green moved to excuse Representatives Posthumus and Camilleri from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:14 AM.
