- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, October 14, 2021 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: None. Excused: None. Representative Markkanen moved to adopt the meeting minutes from October 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5388 before the committee: HB 5388 (Rep. Howell) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 503 (MCL 324.503), as amended by 2018 PA 240. Craig Brunet and Scott Whitcomb, representing the Michigan Department of Natural Resources, testified in support of HB 5388. Questions and discussion followed. The following people submitted a card in support of HB 5388, but did not wish to speak: Amy Trotter, representing the Michigan United Conservation Clubs. Sean Hammond, representing the Michigan Environmental Council. Nick Occhipinti, representing the Michigan League of Conservation Voters. The Chair laid HB 5373 before the committee: HB 5373 (Rep. Manoogian) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 8902 and 8905a (MCL 324.8902 and 324.8905a), section 8905a as amended by 2014 PA 549. Representative Manoogian and Nisha Singhi testified in support of HB 5373. Questions and discussion followed. Amy Trotter, representing the Michigan United Conservative Clubs, testified in support of HB 5373. Questions and discussion followed. Sean Hammond and Megan Tinsley, representing the Michigan Environmental Council, testified in support of HB 5373. Questions and discussion followed.
