- HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, October 14, 2021 10:30 AM Room 326, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative O'Malley moved to adopt the meeting minutes from October 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4920 and HB 5281 before the committee: HB 4920 (Rep. Steven Johnson) A bill to amend 1846 RS 2, entitled "Of the legislature," (MCL 4.82 to 4.85) by adding section 2a. HB 5281 (Rep. Fink) A bill to require the public disclosure of certain information related to the settlement of certain claims and actions involving sexual assault and sexual harassment; and to prescribe the powers and duties of certain state departments and agencies. Substitute (H-1) was previously adopted to HB 4920 on October 7th, 2021. Substitute (H-1) was previously adopted to HB 5281 on October 7th, 2021. The following person submitted a card in support of HB 4920 and HB 5281, but did not wish to speak: Jess Averill-Hammond, representing the Michigan Domestic and Sexual Violence Prevention and Treatment Board. The Chair laid the discussion on the Freedom of Information Act before the committee. Lisa McGraw, representing the Michigan Press Association, testified in regard to the discussion on the Freedom of Information Act. Questions and discussion followed. Sam Klement, Karole White, Kim Voet, and Vincent Duffy, representing the Michigan Association of Broadcasters, testified in regard to the discussion on the Freedom of Information Act. Questions and discussion followed. Tom Lambert, testified in regard to the discussion on the Freedom of Information Act. Questions and discussion followed. The Chair returned to HB's 4920, and 5281. Representative O'Malley moved to report out HB 4920 with recommendation, as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Nays: None. Pass: None. Representative Outman moved to report out HB 5281 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Steven Johnson, Outman, Hoitenga, Reilly, O'Malley, Wozniak, Brixie, LaGrand, Young. Nays: None. Pass: None. The Chair returned to the discussion on the Freedom of Information Act. Tom Lambert, continued his testimony in regard to the discussion on the Freedom of Information Act. Questions and discussion followed. Steve Delie, representing the Mackinac Center, testified in regard to the discussion on the Freedom of Information Act. Questions and discussion followed.
