- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, October 19, 2021 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Majority Vice Chair Wendzel. The Majority Vice Chair Pauline Wendzel requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. At 12:01 PM, Majority Vice Chair Pauline Wendzel laid the committee at ease. At 12:37 PM, the Chair called the committee back to order. Representative Wendzel moved to adopt the minutes from the October 5th, 2021 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5335 before the committee: HB 5335 (Rep. Damoose) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 735 (MCL 168.735), as amended by 2004 PA 92, and by adding section 730b. Representative Damoose, testified in support of HB 5335. Adam Reames, representing the Michigan Department of State, testified with no position on HB 5335. Alex Weddon, representing Pure Integrity for Michigan Elections, testified in support of HB 5335. The following people submitted a card in opposition to HB 5335, but did not wish to speak: Shira Roza, representing Promote the Vote. Merissa Kovach, representing the ACLU of Michigan. Mary Pollock, representing the American Association of University Women of Michigan. Hallie Fox, representing the Michigan League of Conservation Voters. The following person submitted a card with no position on HB 5335, but did not wish to speak: Patrice Johnson, representing Pure Integrity for Michigan Elections. The Chair laid HB 5268 before the committee: HB 5268 (Rep. Calley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2020 PA 302. Krysten Smith, representing Pure Integrity for Michigan Elections, testified in support of HB 5268. The following people submitted a card in opposition to HB 5268, but did not wish to speak: Shira Roza, representing Promote the Vote. LaSata) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 495 (MCL 168.495), as amended by 2018 PA 603. Kathy McClinchey, representing Pure Integrity for Michigan Elections, testified in support of SB 302. Adam Reames, representing the Michigan Department of State, testified with a neutral position on SB 302. The following people submitted a card in opposition to SB 302, but did not wish to speak: Shira Roza, representing Promote the Vote. Mary Pollock, representing the American Association of University Women of Michigan. Judy Karandjeff, representing the League of Women Voters of Michigan. The following person submitted a card with no position on SB 302, but did not wish to speak: Patrice Johnson, representing Pure Integrity for Michigan Elections. Representative Steven Johnson moved to adopt substitute (H-1) to SB 302. The motion prevailed 5-2-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler. Nays: Reps. Koleszar, Whitsett. Pass: None. Representative Wendzel moved to report out SB 302 with recommendation, as substitute (H- 1). The motion prevailed 5-2-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler. Nays: Reps. Koleszar, Whitsett. Pass: None. There being no further business before the committee, Chair Bollin adjourned the meeting at 12:58 PM.
