BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, October 19, 2021 12:00 PM Room 307, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:00 PM, the Chair laid the committee at ease. At 12:02 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Absent: None. Excused: None. Representative Rogers moved to adopt the meeting minutes from October 5, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4969 before the committee: HB 4969 (Rep. LaFave) A bill to amend 1986 PA 109, entitled "An act to prescribe certain powers and duties of conservation officers; and to vest in conservation officers certain powers, privileges, prerogatives, and immunities of peace officers," (MCL 300.21 to 300.22) by adding section 1a. The committee discussed HB 4969. Representative Beeler moved to report out HB 4969 with recommendation. The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Coleman, Steenland. Nays: Reps. Rogers, Anthony. Pass: None. The Chair laid HR 177 before the committee: HR 177 (Rep. LaFave) A resolution to demand that President Biden and the United States Congress provide no support to the Taliban, either direct or indirect, including but not limited to aid. At 12:07 PM, the Chair laid the committee at ease. At 12:08 PM, Majority Vice Chair Beeler called the committee back to order. Chair LaFave introduced HR 177. Questions and discussion followed. At 12:12 PM, Majority Vice Chair Beeler laid the committee at ease. At 12:13 PM, the Chair called the committee back to order. The Chair laid HB 5245 before the committee: HB 5245 (Rep. Reilly) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 543m (MCL 750.543m), as added by 2002 PA 113. Representative Reilly and Mark Gerhard testified in support of the bill. Questions and discussion followed. Attorney Phil Nevelson and Attorney Matt Granda, legal council for Lucas Gerhart, testified in support of HB 5245. Questions and discussion followed. Nancy Costello, representing the First Amendment Law Clinic at Michigan State University, testified in support of HB 5245. Questions and discussion followed. Anson Lah, testified on HB 5245. Adam de Angeli, representing the Rescue Michigan Coalition, testified in support of HB 5245. William Noelle, testified in support of HB 5245. The following people submitted a card in support of HB 5245, but did not wish to speak: Judy Landuyt. James Manston. John and Mary Oesterle. Brian Wright. The following person submitted a card in opposition to HB 5245, but did not wish to speak: Kimberly Buddin, representing the ACLU of Michigan.
