CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, October 27, 2021 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Kuppa, Cavanagh. Absent: Rep. Garza. Excused: Rep. Garza. Representative Bellino moved to adopt the meeting minutes from October 6, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4833 and HB 4834 before the committee: HB 4833 (Rep. Ellison) A bill to provide for the exemption of certain property from certain taxes; to levy and collect a specific tax upon the owners of certain property; to provide for the disposition of that specific tax; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide penalties. HB 4834 (Rep. Tisdel) A bill to amend 1893 PA 206, entitled "The general property tax act," (MCL 211.1 to 211.155) by adding section 9p. Representative Ellison moved to adopt substitute (H-1) to HB 4833. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. McBroom) A bill to amend 1966 PA 261, entitled "An act to provide for the apportionment of county boards of commissioners; to prescribe the size of the board; to provide for appeals; to prescribe the manner of election of the members of the county board of commissioners; to provide for compensation of members; to prescribe penalties and provide remedies; and to repeal acts and parts of acts," by amending sections 10 and 12 (MCL 46.410 and 46.412), section 12 as amended by 2013 PA 84. SB 245 (Sen. Moss) A bill to amend 1966 PA 293, entitled "An act to provide for the establishment of charter counties; to provide for the election of charter commissioners; to prescribe their powers and duties; to prohibit certain acts of a county board of commissioners after the approval of the election of a charter commission; to prescribe the mandatory and permissive provisions of a charter; to provide for the exercise by a charter county of certain powers whether or not authorized by its charter; and to prescribe penalties and provide remedies," by amending section 14 (MCL 45.514), as amended by 2017 PA 210. Senator McBroom and Senator Moss testified in support of SB 242 and SB 245. Questions and discussion followed. Jim Storey, representing the Allegan County Board of Commissioners, testified in support of SB 242 and SB 245. Deena Bosworth, representing the Michigan Association of Counties, testified in support of SB 242 and SB 245. Questions and discussion followed. The following person submitted a card in support of HB 4833 and HB 4834, but did not wish to speak: Sam Olsen, representing the Wayne County Commission. Representative Cavanagh moved to excuse Representative Garza from the meeting. There being no objection the motion prevailed by unanimous consent.
