- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, November 2, 2021 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Brenda Carter, Koleszar, Shannon, Stone. Absent: Rep. Camilleri. Excused: Rep. Camilleri. Representative O'Malley moved to adopt the meeting minutes from October 26, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5190 before the committee: HB 5190 (Rep. Farrington) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 1278a and 1278b (MCL 380.1278a and 380.1278b), section 1278a as amended by 2020 PA 158 and section 1278b as amended by 2018 PA 230. The following people submitted a card in opposition to HB 5190, but did not wish to speak: Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Jennifer Smith, representing the Michigan Association of School Boards. Chriss Glass, representing the Education Advocates of West Michigan. The following person submitted a card with no position on HB 5190, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. Representative Markkanen moved to adopt substitute (H-1) to HB 5190. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Brenda Carter, Koleszar, Shannon, Stone. Nays: None. Pass: None. Representative O'Malley moved to report out HB 5190 with recommendation, as substitute (H-1). The motion prevailed 8-4-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus. Nays: Reps. Brenda Carter, Koleszar, Shannon, Stone. Pass: None. The Chair laid HB 5424 before the committee: HB 5424 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1254a. Vice Chair Paquette took over the gavel, the time being 9:05. Chair Hornberger, testified in support of HB 5424. Questions and discussion followed. Chair Hornberger returned to the gavel, the time being 9:19. Don Wotruba, representing the Michigan Association of School Boards, testified in opposition to HB 5424. David Martell, representing Michigan School Business Officials. Abby Cypher, representing the Michigan Association of Administrators of Special Education. Paul Liabenow, representing the Michigan Elementary and Secondary School Principals Association. Eddie Kindle, representing the Genesee Intermediate School District. Bill Miller, representing the Michigan Association of Intermediate School Administrators. Representative Brenda Carter moved to excuse Representative Camilleri from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:42 AM.
