HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, November 2, 2021 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Wozniak, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Brenda Carter, Aiyash. Absent: None. Excused: None. Representative Wozniak moved to adopt the meeting minutes from October 26, 2021. There being no objections, the motion prevailed by unanimous consent. The Chair laid HR 157 before the committee: HR 157 (Rep. Tisdel) A resolution to urge the members of Congress to take action to mitigate the depletion of the Social Security and Medicare Trust Funds. Representative Tisdel moved to report out HR 157 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Wozniak, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Brenda Carter, Aiyash. Nays: None. Pass: None. The Chair laid HB 5274, HB 5275, HB 5276, HB 5277, HB 5278 and HB 5280 before the committee: HB 5274 (Rep. Meerman) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 8 (MCL 722.628), as amended by 2016 PA 491. HB 5275 (Rep. LaGrand) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 7j (MCL 722.627j), as amended by 2010 PA 81. HB 5276 (Rep. Hertel) A bill to amend 1975 PA 238, entitled "Child protection law," by amending sections 5, 7d, 7e, 7g, 8b, 8d, and 9a (MCL 722.625, 722.627d, 722.627e, 722.627g, 722.628b, 722.628d, and 722.629a), section 5 as amended by 2004 PA 563, sections 7d, 7e, 7g, and 9a as added by 1998 PA 428, section 8b as amended by 2006 PA 263, and section 8d as amended by 2014 PA 30. HB 5277 (Rep. Hoitenga) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 2 (MCL 722.622), as amended by 2018 PA 59. HB 5278 (Rep. Brenda Carter) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 7 (MCL 722.627), as amended by 2018 PA 56. HB 5280 (Rep. Fink) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6. Representative David LaGrand, bill sponsor for HB 5274, explained the package, and introduced Representative Luke Meerman, bill sponsor for HB 5274, explained the bill. Question followed. Representative Andrew Fink, bill sponsor for HB 5280, explained the bill. Representative Kevin Hertel, bill sponsor for HB 5276, explained the bill and introduced Erica Hammel and Christyne Kadlitz, who testified in support of HB 5276. Questions followed. The following individuals testified remotely in support of HB 5274, HB 5275, HB 5276, HB 5277, HB 5278, HB 5279 and HB 5280: Tina Casler; Emily Schab, Grand Rapids Branch Director for Bethany Christian Services; and Phil Decter, MSW, representing the Child Welfare Policy Director at Evident Change. There being no further business before the committee; Representative Tisdel moved that the committee adjourn.
