- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JULIE A. CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, November 3, 2021 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Kuppa, Cavanagh. Absent: Rep. Garza. Excused: Rep. Garza. Representative Ellison moved to adopt the meeting minutes from October 27, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4423 before the committee: HB 4423 (Rep. LaGrand) A bill to amend 2003 PA 258, entitled "Land bank fast track act," by amending section 3 (MCL 124.753). Representative LaGrand testified in support of HB 4423. Questions and discussion followed. Karyn Ferrick and Jono Klooster, representing the City of Grand Rapids, testified in support of HB 4423. Questions and discussion followed. The following people submitted a card in support of HB 4423, but did not wish to speak: Kate DeVries, representing the Economic Development Leaders for Michigan. Jen Regterink, representing the Michigan Municipal League. The Chair laid HB 5427 before the committee: HB 5427 (Rep. Howell) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending section 3a (MCL 15.263a), as amended by 2021 PA 54. Representative Howell testified in support of HB 5427. Questions and discussion followed. Mike Crodi and Michael VanOverbeke, representing the Michigan Association of Public Employee Retirement Systems, testified in support of HB 5427. Questions and discussion followed. Don Taylor, representing the Retired Detroit Police and Firefighers Association, testified in support of HB 5427. The following people submitted a card in support of HB 5427, but did not wish to speak: Tom Sheeham, representing the General Retirement System Board of Trustees, Detroit. Jim VanLeuven, representing the Oakland County Employee's Retirement System. Julius Maisano, representing the City of Southfield General Employee Retirement System. Bob Neely, representing the Monroe County Retiree Healthcare Board. Brad Biladeau, representing the Municipal Retirement System of Michigan. Representative Kuppa moved to excuse Representative Garza from the meeting. There being no objection the motion prevailed by unanimous consent.
