HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Thursday, November 4, 2021 8:15 AM Room 308, House Office Building The House Committee on Government Operations was called to order by the Chair Mueller. At 8:15 AM, the Chair laid the committee at ease. At 8:19 AM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Cherry moved to adopt the meeting minutes from September 30, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5130, HB 5131, HB 5132 and HB 5133 before the committee: HB 5130 (Rep. Mueller) A bill to amend 1978 PA 390, entitled "An act to regulate the time and manner of payment of wages and fringe benefits to employees; to prescribe rights and responsibilities of employers and employees, and the powers and duties of the department of labor; to require keeping of records; to provide for settlement of disputes regarding wages and fringe benefits; to prohibit certain practices by employers; to prescribe penalties and remedies; and to repeal certain acts and parts of acts," by amending section 8 (MCL 408.478). HB 5131 (Rep. Clements) A bill to create a grant program to provide grants to law enforcement agencies for the purpose of hiring public service assistants; to create the public service assistants fund; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 5132 (Rep. Beson) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending sections 9, 9b, 9c, and 9d (MCL 28.609, 28.609b, 28.609c, and 28.609d), as amended by 2018 PA 552. HB 5133 (Rep. Posthumus) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending sections 9 and 9b (MCL 28.609 and 28.609b), as amended by 2018 PA 552. The Chair explained the proposed substitutes to the committee. Questions and discussion followed. Ben Bodkin, representing the Michigan Sheriffs' Association, submitted a card in support of HB 5130, HB 5131, and HB 5132, but did not wish to speak. Stephanie Johnson, representing the Michigan Association of Chiefs of Police, submitted a card in support of HB 5130, HB 5131, and HB 5133, but did not wish to speak. Drew Beardslee, representing the Michigan Department of Labor and Economic Opportunity, submitted a card in opposition to HB 5130, but did not wish to speak.
