- HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY REP. JOE BELLINO CHAIR COMMITTEE MEETING MINUTES Wednesday, November 10, 2021 9:00 AM Room 519, House Office Building The House Committee on Energy was called to order by Chair Bellino. The Chair requested attendance be called: Present: Reps. Bellino, Markkanen, Hoitenga, Berman, Paquette, Martin, Outman, Roth, Manoogian, Sneller, Haadsma, Morse, Puri, Scott. Absent: Reps. Reilly, Cherry. Excused: Reps. Reilly, Cherry. Representative Haadsma joined the committee remotely. Representative Outman moved to adopt the meeting minutes from November 3, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5292 before the committee: HB 5292 (Rep. Slagh) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending section 3a (MCL 15.263a), as amended by 2021 PA 54. Representative Slagh; Katie Abraham, representing the Michigan Municipal Electric Association; and Dave Koster, General Manager of the Holland Board of Public Works, and Chairman of the Michigan Public Power Agency, testified together in support of HB 5292. Questions and discussion followed. The following people submitted a card in support of HB 5292, but did not wish to speak: Mike Spence, representing the Southeast Michigan Council of Governments (SEMCOG). The Chair laid SB 103 before the committee: SB 103 (Sen. Schmidt) A bill to provide for the rights of certain electric transmission line owners; to impose certain requirements on certain electric transmission line owners; and to provide for the powers and duties of certain state agencies. The following people submitted a card in support of SB 103, but did not wish to speak: Jeff Stoutenburg, representing DOW. Brian O'Connell, representing General Motors. Representative Outman moved to report out SB 103 with recommendation. The motion prevailed 11-2-0: FAVORABLE ROLL CALL Yeas: Reps. Bellino, Hoitenga, Berman, Martin, Outman, Roth, Manoogian, Sneller, Morse, Puri, Scott. Nays: Reps. Markkanen, Paquette. Pass: None. Representative Markkanen moved to excuse Representatives Reilly and Cherry from the meeting. There being no objection the motion prevailed by unanimous consent.
