CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, November 10, 2021 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: None. Excused: None. Representative Howell moved to adopt the meeting minutes from November 3, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5427 before the committee: HB 5427 (Rep. Howell) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending section 3a (MCL 15.263a), as amended by 2021 PA 54. Representative Howell moved to report out HB 5427 with recommendation. The motion prevailed 9-4-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison. Nays: Reps. Sowerby, Garza, Kuppa, Cavanagh. Pass: None. The Chair laid SB 242 and SB 245 before the committee: SB 242 (Sen. McBroom) A bill to amend 1966 PA 261, entitled "An act to provide for the apportionment of county boards of commissioners; to prescribe the size of the board; to provide for appeals; to prescribe the manner of election of the members of the county board of commissioners; to provide for compensation of members; to prescribe penalties and provide remedies; and to repeal acts and parts of acts," by amending sections 10 and 12 (MCL 46.410 and 46.412), section 12 as amended by 2013 PA 84. SB 245 (Sen. Moss) A bill to amend 1966 PA 293, entitled "An act to provide for the establishment of charter counties; to provide for the election of charter commissioners; to prescribe their powers and duties; to prohibit certain acts of a county board of commissioners after the approval of the election of a charter commission; to prescribe the mandatory and permissive provisions of a charter; to provide for the exercise by a charter county of certain powers whether or not authorized by its charter; and to prescribe penalties and provide remedies," by amending section 14 (MCL 45.514), as amended by 2017 PA 210. Representative Alexander moved to report out SB 242 with recommendation. The motion prevailed 10-2-1: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Alexander, Bellino, Paquette, Slagh, Ellison, Garza, Kuppa, Cavanagh. Nays: Reps. Howell, Sowerby. Pass: Rep. Berman. Representative Ellison moved to report out SB 245 with recommendation. The motion prevailed 10-2-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Alexander, Bellino, Paquette, Slagh, Ellison, Garza, Kuppa, Cavanagh. Nays: Reps. Howell, Sowerby. Pass: None.
