- HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Appropriations was called to order by Chair Bollin. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, Farhat, O'Neal, Rogers, Steckloff, Glanville, Edwards, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: None. Excused: None. Representative Maddock moved to adopt the meeting minutes from May 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4420 before the committee: The Chair explained proposed substitute (H-1) to HB 4420. Representative Farhat moved to adopt substitute (H-1) to HB 4420. The motion prevailed 28-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, Farhat, O'Neal, Rogers, Steckloff, Edwards, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Nays: None. Pass: None. Representative Steckloff offered the following amendments to HB 4420: Wednesday, June 4, 2025 9:00 AM Room 352, State Capitol Building HB 4420 (Rep. Kunse) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 1365a. 1. Amend page 4, following line 8, by inserting: "(4) An enhancement grant must not be used to pay a tax lien, delinquent tax, or other obligation owed to this state." and renumbering the remaining subsections. 2. Amend page 4, line 21, after "subsection" by striking out "(4)" and inserting "(5)".\ 3. Amend page 5, line 1, after "subsection" by striking out "(4)." and inserting "(5).". Representative Steckloff moved to adopt the amendments to HB 4420. The motion prevailed 28- 0-0: FAVORABLE ROLL CALL Yeas: Reps.
