- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Wednesday, December 1, 2021 3:22 PM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Absent: None. Excused: None. Representative Allor moved to adopt the meeting minutes from November 4, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5165 before the committee: HB 5165 (Rep. Whiteford) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 818 (MCL 330.1818), as amended by 1995 PA 290. Representative Whiteford testified in support of HB 5165. Chip Johnston and Cassi Lietaert, representing the Centra Wellness Network, testified in support of HB 5165. Questions and discussion followed. Kathryn Szewczuk, representing the Lenawee County Mental Health Authority, testified in support of HB 5165. The following people submitted a card in support of HB 5165, but did not wish to speak: Alan Bolter, representing the Community Mental Health Association of Michigan. The Chair laid HB 5558 and HB 5559 before the committee: HB 5558 (Rep. Albert) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2688, 2690, and 2836 (MCL 333.2688, 333.2690, and 333.2836), section 2690 as amended by 2016 PA 386 and section 2836 as added by 2012 PA 499. HB 5559 (Rep. Kahle) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 13k of chapter XVII (MCL 777.13k), as amended by 2018 PA 587. At 3:41 PM, the Chair laid the committee at ease. At 3:42 PM, the Majority Vice Chair Luke Meerman called the committee back to order. Chair Kahle and Representative Albert testified in support of HB 5558 and HB 5559. Questions and discussion followed. Dr. Alan Moy, representing the John Paul II Medical Research Institute, testified in support of HB 5558 and HB 5559. Questions and discussion followed. At 4:12 PM, the Majority Vice Chair Luke Meerman laid the committee at ease. At 4:13 PM, the Chair called the committee back to order. The following people submitted a card in support of HB 5558 and HB 5559, but did not wish to speak: Dan Jarvis, representing the Michigan Family Forum. The following people submitted a card in opposition to HB 5558 and HB 5559, but did not wish to speak: Merissa Kovach, representing the American Civil Liberties Union of Michigan. Dr. Lauren Owens, representing the American College of Obstetricians and Gynecologists. There being no further business before the committee, Chair Kahle adjourned the meeting at 4:14 PM.
