CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, December 1, 2021 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Kuppa, Cavanagh. Absent: Rep. Garza. Excused: Rep. Garza. The Chair laid SB 129 before the committee: SB 129 (Sen. Schmidt) A bill to amend 1897 PA 230, entitled "An act to provide for the formation of corporations for the purpose of owning, maintaining and improving lands and other property kept for the purposes of summer resorts or for ornament, recreation or amusement, and to repeal all laws or parts of laws in conflict herewith; and to impose certain duties on the department of commerce," by amending the title and sections 3, 9, 10, and 23 (MCL 455.3, 455.9, 455.10, and 455.23), the title and section 3 as amended by 1982 PA 117. Senator Schmidt testified in support of SB 129. Tom Marriott, representing the Oceana Beach Association, testified in support of SB 129. Questions and discussion followed. The following person submitted a card with a neutral position on SB 129, but did not wish to speak: MacKenzie Jones, representing the Michigan Department of Licensing and Regulatory Affairs. The Chair laid SB 723 before the committee: SB 723 (Sen. Horn) A bill to amend 1992 PA 147, entitled "Neighborhood enterprise zone act," by amending section 4 (MCL 207.774), as amended by 2021 PA 70. Representative Calley read a statement from Senator Horn in support of SB 723. At 12:09 PM, the Chair laid the committee at ease. At 12:10 PM, the Chair called the committee back to order. Representative Slagh moved to report out SB 723 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Kuppa, Cavanagh. Nays: None. Pass: None. The following person submitted a card with a neutral position on SB 723, but did not wish to speak: Aaron Keel, representing the Michigan Department of Treasury. The Chair laid HB 5386 before the committee: HB 5386 (Rep. Allor) A bill to amend 1972 PA 139, entitled "An act authorizing township boards to provide for the maintenance and improvement of private roads by contract and to provide payments by special assessment districts; and to repeal certain acts and parts of acts," by amending section 2 (MCL 247.392). Representative Allor testified in support of HB 5386. Questions and discussion followed. The following person submitted a card with a neutral position on HB 5386, but did not wish to speak: Aaron Keel, representing the Michigan Department of Treasury. The following person submitted a card in support of HB 5386, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. Representative Kuppa moved to excuse Representative Garza from the meeting. There being no objection the motion prevailed by unanimous consent.
