STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, December 2, 2021 8:30 AM Room 326, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, Yaroch, O'Malley, Brixie, LaGrand, Young. Absent: None. Excused: None. Representative Outman moved to adopt the meeting minutes from November 30, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5549, HB 5550, HB 5551, HB 5552, HB 5553, HB 5554 and HB 5528 before the committee: HB 5549 (Rep. Steven Johnson) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 32f. HB 5550 (Rep. Outman) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 10b. HB 5551 (Rep. Hoitenga) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 62 (MCL 421.62), as amended by 2017 PA 231. HB 5552 (Rep. O'Malley) A bill to create the office of the unemployment citizens' advocate to provide a process for investigating certain complaints; to provide for the powers and duties of certain state governmental officers and entities; and to provide for penalties and remedies. HB 5553 (Rep. Lightner) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 32 (MCL 421.32), as amended by 2020 PA 258, and by adding section 32g. HB 5554 (Rep. Fink) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 32e. HB 5528 (Rep. Outman) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," (MCL 421.1 to 421.75) by adding section 62a. At 8:31 AM, the Chair laid the committee at ease. At 8:31 AM, the Majority Vice Chair Pat Outman called the committee back to order. Chair Steven Johnson, testified in support of HB 5549. Questions and discussion followed. Representative Fink, testified in support of HB 5554. Amanda Fisher, representing the National Federation of Independent Business, testified in support of HB 5550 and HB 5528. Rachel Wineland, representing the Michigan Unemployment Insurance Agency, testified in opposition to HB's 5551, 5553 and 5528 and with a neutral position on HB's 5549, 5550, 5552, and 5554. Questions and discussion followed. The following person submitted a card in opposition to HB 5553 and HB 5554, but did not wish to speak: Bill Flory, representing the Michigan Association for Justice. The following person submitted a card in support of HB 5550 and HB 5528, but did not wish to speak: Wendy Block, representing the Michigan Chamber of Commerce.
